Could the bipolar medicines like seroquel (quetiapine) also be used for sleeping disorders?

Seroquel (quetiapine): Not sure what sleeping disorders you are referring to. However if you're referring to insomnia that is a manifestation of many sleeping disorders. Sarah quell it is a drug has been approved for bipolar disorder and psychosis and one of the side effects is sedation. However the sedation comes with high cost and risk. In some patients the medication can cause weight gain. Get evaluated first.

Insomnia might be due to several different reasons. First have a complete physical exam by a Dr. to rule out underlying biological problem. If no problem consult with a Clinical Psychologist for psychotherapy help & a Psychiatrist for medication, possible referral to a sleep study.
