Probably not: This is probabaly some swelling and local irritation from the sutures. Too early from surgery. Don't be alarmed at this point. Wait for it to heal and reassess in few months.

Usually not.: There is the possibility of developing a urethral stricture which could cause permanent deflection of urine of obstruction to the flow. Only time will tell.
