Nonspecific Rash: The description of your son's "Itchy bumps" can be caused by a few things.. Hydrocortisone is an anti inflammatory cream and is most effective on bona fide inflammation as the cause of rash. Because diagnosing rashes is difficult without the advantage of seeing it in person, your son should see his Pediatrician to make a proper diagnosis and treatment plan.

Diphenhydramine: While the topical Hydrocortisone will be helpful over the course of the next few days, it generally does not provide immediate relief of the itching symptoms. That's where Diphenhydramine (Benadryl) comes into play. The liquid comes as 12.5mg/tsp. It will say on the bottle for under 2 years old to contact doctor, but it is perfectly safe to give to a 1 year old to alleviate the itching.
