Pre Op Prep: You did not say what kind of surgery you are having but generally speaking you should take a shower and clean that part with soap. Do not shave because it is done in the operating room if needed. Have all the tests recommended. Do not eat or drink after midnight before you go for surgery arrange someone to go with you.

Hand surgery yes: Plastic surgeons usually train in hand surgery. So, if that's what you are referring to - the answer is yes. Plastic surgeons who have completed an orthopedic residency may do orthopedic surgery.
