Hard to say...: but since it hurts when touched, may be a lymph node. If painless, might be a lipoma. Should see his Dr for evaluation and direction.

See doc: While lesions that are easily mobile are generally benign, many exceptions exist. Your doctor may be able to diagnose a lipoma or cyst based on physical exam or he/she may recommend imaging or even a biopsy. Difficult to give a firm answer without feeling it.
