Yes: It is not uncommon for you to still have some discomfort at 3 weeks. Number of locations and muscles affected and possibly cartilage injury can prolong symptoms. I would recommend you see a sports medicine doctor or orthopedist for further evaluation. You may need physical therapy to help strengthen your shoulder and decrease the pain.

Potentially: Most people with a first time dislocation at age 40 will make a full recovery, usually by about 8-12 weeks. If it is not back to normal by then, an MRI may be used to look for other potential components to your injury.
