Respiratory distress: Sounds like your baby has immature lungs. She may need a specialized ventilator that is only available at certain hospitals. In addition, she may have an open PDA - a vessel that should close shortly after birth but doesn't always in preemies. These two factors could be contributing to the low urine output. Talk to your baby's neonatologist about your concerns and where you go from here.
