No fluoride: Because babies swallow the toothpaste there can't be any fluoride. Excessive Fluoride ingestion can cause fluorosis which is white stains on the teeth. Some baby toothpaste contains an enzyme which helps dissolve plaque and stains.

Fluoride: Most adult toothpastes have a Fluoride content and babies toothpaste lack Fluoride due to the possibility of the baby ingesting the toothpaste.

Two things for sure.: Baby/ infant toothpaste will have different flavoring agents and no Fluoride since it is probably going to be swallowed. There may be other differences as well.
