Yes: Biopsy allows the pathologist to see the actual tissue under microscope to identify the presence of cancer cells. Without the tissue biopsy you can not be sure enough to start any treatment.

Your seemingly: Simple question is a bit vague. If the "tumor" was a fibroid of the uterus, likely not. You should ask about a tumor from a specific location, and what symptoms called it to attention. All 'tumors' suspicious for cancer need to be biopsied.
