Not likely: A needle biopsy is not likely to transform a benign tumor into a malignant one.

No, but...: It may be possible for a mass to have a focus of cancer cells that are not sampled when a needle biopsy is done. (sampling error). Depends on the tumor, site, size, etc. If in doubt, remove the entire mass, not just a needle biopsy.
