Maybe: It could be that it is still a cyst. They can grow and become rather painful, especially if they become infected. This does not make the initial diagnosis of cyst wrong. If you are having a increase in pain then see your doctor again as it may need to be removed.

Primary care: You can go see a primary care doctor and if they suspect it looks infectious, they will start you on antibiotics and if need be refer you to an infectious disease doctor. On the other hand if there is no infection and cyst is growing and causing pain, your doctor might refer you to a surgeon to remove/excise it

Surgical knowledge: A General Surgeon, a Plastic Surgeon or a Dermatologist. They would all be able to distinguish between the two and would be able to provide the proper management as well. If it is on the vulva, then a Gynecologist would be appropriate. I wish you well.
