Pre & post natal: The fetal or newborn heart requires significant amounts of oxygen to function &diminished levels quickly show up as a slowed heart beat (part of what's monitored in labor). If it is kept at low levels over long period the hearts electrical system may develop a rhythm problem. The most common is prolonged bradycardia from which the fetus/infant may not recover.
