No: Unlikely, the sperm he impregnated you with were already made months before. His being high at the time wouldn't change their genetic make-up.

No: No, this is not a problem YET. Having such a person for a father while growing up is definitely a problem. But at the time of conception his sperm is not carrying any "drug damage" and the fetus is only exposed to what YOU take into your body. Eat healthy, don't do drugs or alcohol, and hang out with a better crowd.
