Non-allergic rhiniti: If you have had thorough allergy testing and it has been negative, one common possibility is non-allergic or vasomotor rhinitis which is due to a heighten irritant response. Medicines such as nasal steroids, nasal antihistamines, nasal anticholinergics, nasal saline and oral decongestants can be helpful. Even though it is not allergies, an allergist can still provide treatment.
