Fat cells: Ultimately, fat burning becomes universal in distribution. However, fat cell resistance is real. Fat tissues have less circulation than other tissues and so are less exposed to burning dynamics. Low insulin is essential for adipose burning. And glycogen burning, ie stored starch burning, is first in line. Adipose burning kicks in with low insulin AND depletion of glycogen stores. Difficult!
