See ENT: You could have something like a polyp on your vocal cord or near it that is causing this sensation and your hoarseness. Or it could be something as simple as irritation from post-nasal drip and some lymph nodes are a bit swollen. It would be best to se and ENT doctor who has the right equipment to look at those areas and actually see what is going on and how to treat your particular case.
