Specializes in Neurology

Not in 400 chars: Not in 400 characters. In biology, you can't separate structure from function. If you want to find out how the brain works, you can start with one of the standard references: Principles of Neural Science, by Kandel and Schwartz. I have the 5th edition, 1709 pages. It covers the basics. It's an introduction. If you want to get deeper into the subject, there are more and bigger books you can read.
