Varies: Personality disorders are defined as - stable, inflexible, enduring and in a youngster - it has not had time to be enduring yet. So, many call it a trait and wait until somewhat older (18) to lock in a disorder diagnosis. It allows for more flexibility and adaptive improvements as situations change. There's no rigid rule.
