Itching: have you used any soaps, lotions, lubricants recently? Itchy skin is usually inflamed, and this part of the body is sensitive to things like this. Without rash, I'd assume this is pretty benign. You can use Benadryl (diphenhydramine) cream for itching. Your doctor can make some more aggressive recommendations for you if that doesn't help.
