NOt really: since it isn't so much a sac as a space surrounded by many muscles, the internal sides of which form the "bursa". If you removed them all you would have no motion in the shoulder! There are effective injections for "bursitis" in the shoulder, notably prolotherapy and (if needed) steroids.

Yes : This can be done by an orthopedic surgeon using minimally invasive surgery. Best thing though is to try conservative measures first
