No: The stump may be experiencing a phantom limb pain. It is not plausible to numb it permanently but possibly if you see a pain management anesthesiologist they can offer something to break the cycle. If you had intense pain in the limb pre amputation a circuit is created stimulating the brain to receive input from the lime even after it is gone.
