Consider derm clinic: Everyone scars differently. If you've scarred badly with previous cuts, than it is likely you could scar with mole removal. If not, than you may not scar badly. If plastic surgery is too costly, consider seeing a Dermatologist. You may even be able to search for Dermatology clinics in your area, which allows doctors-in-training to remove your mole at a much lower cost. Best wishes!

Check prices: Such lesions can be removed by dermatologists, ENT specialist and ophthalmologists. It sounds like this is cosmetic and not covered by insurance. They can all make a minimal scar. There is no harm in finding out the price ahead of time since this seems to be a non-covered item. You can usually lower the fee by offering cash.
