Hyper-pigmented scar: Post inflammatory hyperpigmentation scars are caused by the inflammation stimulating the pigment cells. The flurocinonide should reduce the inflammation some, but will not reverse the pigmentation. For this you need either an IPL (laser like light treatment machine) or hydroquinone, a cream to treat the pigment cell and reduce the pigment. See a Plastic Surgeon who does skin care.
