Check it: The keloid forms from a dermal tear you may have had an innocuous injury that you didn't even notice and healed with a keloid or this may be something else like a fibroma which has a similar appearance to a layperson. I would show it to your doctor or a surgeon see their opinion. Its old so steroids will have less effect leaving s surgical removal but that too may keloid
