I took a the oraquick swab test at 81 days. can this result be considered conclusive even tho it is just shy if the 84 day mark?

To be certain that you are not infected with HIV you should obtain a PCR for HIV RNA. Now, that having been said, the chances that you have HIV disease after negative Oraquick testing at about 80 days after exposure are highly unlikely.
