Eyelid peeling: This sounds unusual on the inside aspect of an eyelid. More commonly flakes are seen at the edge surrounding the origins of the eyelashes and amount to flakes accumulating in a c'mon condition called Blepharitis. Blepharitis can be treated with water to which some baby shampoo has been added for a dilute cleansing solution to help clear away the flakes. I recommend an evaluation by a physician.
