Stridor?: It could be laryngomalacia, which could be not so serious, as most babies out grow this over time.

Consultation: There are many possible conditions that may be associated with these symptoms. I agree that laryngomalacia is one distinct possible cause. Since it has been present since birth and worse in the supine position, I would suggest consulting with your pediatrician.
