Occipital neuralgia.: This is difficult situation to give a simple answer and I would suggest seeing a neurologist for complete evaluation and explanation.

Bell's palsy : There are a number of causes of Nell's palsy including herpes and Lyme disease among other non-infectious things. You should consult with your physician or a neurologist regarding the facial nerve problems.
