It could be: Or it could be one of hundreds of other different causes of tremor, including a number of therapeutic medications that having tremor as a side effect, or many movement disorders that can cause shaking hands. With all you gave me, that's about all I can give you.

Tremor: If the tremor is there all the time, it's unlikely to be "the shakes" from alcohol withdrawal. Could just be a tremor disorder, like essential tremor. If they have a serious drinking problem, they need to get help--shakes or otherwise.
