It can happen: Heartburn can be caused by reflux. Or stomach contents flowing back up the esophagus. If bad enough can cause sore throat. Chronic cough. And other digestive issues. I suggest seeing your PCP. And scheduling an endoscopy. To eval the severity of your problem.

No: it is not common but maybe possible as acid reflux may reach the upper parts of esophagus and the throat area and cause burning.

GERD: It is not normal, but it has been described. Would definitely recommend a thorough ENT check. Please look carefully for any other symptoms that can better explain the sore throat as well as the duration of heartburn, treated/untreated.
