Yes: Blood pressure and cholesterol are risk factors for coronary artery disease, it is possible to have these risk factors under good control and still get heart disease, for example one can have diabetes and smoke. In any case controlling BP and cholesterol is a good start and lowers ones risk significantly.

Yes...: Cardiac arrest can result from many, many factors some of which are not under our control. Living a healthy lifestyle makes this less likely but not impossible.
