Can one chest ct affects bone marrow and cause leukaemia?

No: There is not enough radiation from a one-time chest ct to cause changes in the marrow and cause leukemia or other cancers. You would need multiple exposures or extremely high dose radiation (such as was seen in hiroshima) to cause these illnesses.
