Burn fat: The body does not selectively lose fat. How and where you store fat is genetically determined. You can reduce total body fat and the chest is one of the first places to lose fat. You can also increase muscle mass with resistance or weight training. My advice would be to put on some muscle first, then lower total calories to below 2000 per day along with exercise. It should take about 3-6 months.
