Phlebitis: If you have direct pain along the vein it may be inflamed which is called phlebitis. The top of the foot is an area that can be easily inflamed from tightly laced shoes. Mild phlebitis can be treated with elevation and compression hose. If there is pain outside of the vein you will want to get an x - ray as there are many fragile bones in your foot.
