There is no set time: Smokers tend to cut 10-15 years off their lifespan, and heavy drinkers about the same, and certain conditions, like mouth and throat cancer are 150 times more likely to occur in alcoholic chain smokers, and this can occur in people who are in their late 30s or early 40s if they started smoking/drinking in their teens. There is much variability in genetic susceptibility to causing damage from both.
