Sometimes: panic attacks start happening after a traumatic event, so yes. The sooner someone gets help to deal with the traumatic event the better. EMDR and desensitization can help.

Seemingly rare: It is possible especially if the concussion was a right brained injury and there has been some sensory functioning issues to track as well. Depression and attentional issues are far more common. If the concussion was related to a traumatic event, accident, assault, etc. Then the incidence of anxiety following the concussion goes up. Could even relate to PTSD then.
