Yes, can happen: Olfactory stimuli can rarely precipitate seizures, but also complex partial seizures can be preceded by an aura of foul smell.

Smell does not cause: No, a smell cannot cause a seizure, but some people have a sense of an odd smell at the onset of their seizure. This is a sense of smell that is out of place- it is just the sense- not the actual smell. Hope that helps!

Pretty darned rare: While not impossible (as a form of reflex epilepsy) it would be vanishingly rare. A much more common thing are seizures which begin with a sensation of a smell. Google "olfactory aura" and read up a bit...
