Yes: A hiatial hernia can cause reflux and esophageal discomfort so yes. See your GI doc if it persists.

Possible: Sometimes the presence of a hiatal hernia can cause symptoms such as feeling the need to clear your throat frequently. Is this the type of feeling you are experiencing? If it is a sliding hiatal hernia, it's possible that the esophagus gets a "kink" in it which could cause the symptom you are describing. I wouldn't expect this from a small hernia, but you never know. Talk to your doctor to clarify.
