Yes: A "normal" resting hr is traditionally defined as between 60-100. That said, there are many reasons that some patients could be slightly slower (meds, thyroid status, increased vagal tone, sleep disorders, etc). The critical question is whether one's heart rate can go up appropriately when you need it to, such as during exercise or stress. See doc if you get lightheaded in those situations.
