12 week baby can't hold his head up when lying on his tummy. is this normal? when will he be able 2 hold his head up? does he have weak neck muscles?

4 months old: Most babies can hold their head up while lying on their tummy at around 4 months. Place your baby on his tummy several times a day, while you are with him. If he doesn't like it, do it for very short times until he gets used to it. When you go to the next well check, your pediatrician will check his muscle strength.
