See allergist: Hydrocortisone applied on large portion of the body on a regular basis will likely cause systemic side effects given that the basic problem of eczema is an impairment in skin barrier function. You should consult an allergist to manage the eczema since the problem is unlikely to improve at least for a few years. In the meanwhile, be sure to apply moisturizer on the skin within 3 mins after bathing.
