Swelling bruise: A 'popped vein' may mean that the vein 'leaked'. Veins are tubes containing blood -so they don't pop like a balloon. However, if a vein is injured -usually a direct impact or injury - the vein can 'suddenly' leak. In that case, you would experience a rapidly developing bruise with swelling and sometimes pain. A normal vein clots quickly, so the leak will stop limiting the swelling.
