Chest pain...: It's not normal to have a chest pain that radiates to the arm. This could be "angina" which may indicate decrease in the blood supply to the heart muscles. This needs to be checked by a professional.

Not normal: I would never consider chest pain normal but for a young otherwise healthy woman it is not likely to be anything serious or life-threatening. Common causes would include anxiety, hearburn/reflux and muscle-skeletal pain. If the pain is recurring, persistent or increasing in intensity you should be evaluated.

No go to ER: You need to go to er asap. Call 911 or have someone drive you. If right arm, it could be something other than heart attack, and you do not give an age. However, with your presenting symptoms, you need immediate attention. Good luck.
