2nd opinion: Difficult to understand the meaning of " head not stable" but excess fluid alone in ventricles does not seem to corelate with " head not stable". Get 2nd. Opinion from an experienced neurosugeon and specifically ask if recommended surgery will relieve the symptom that you are talking about or it is for some other purpose which could also be important.
