Remember: Tone of a muscle group depends on the amount of overlying fat and "bulk" of the muscle. You can have "bulky" muscle but no tone, with too much superficial fat. You can look very tone even with little muscle but very little overlying fat. First you'll need to optimize your diet, which means really honing in on your caloric intake. Otherwise exercises like squats, lunges, hip thrusts will help.
