Yes & no: Strenuous intense exercise might cause slight spike in testosterone production (growth hormone, too), but it probably won't be sustained for long above your baseline. However, exercise can help shed body fat where T is converted into Estrogen, female hormone. More body fat is also linked to greater sex hormone binding globulin. So losing fat will free up T that you've made to do what you want.

Yes: working out strenuously does cause a transient increase in testosterone and growth hormone. However, if you are suffering from symptomatic low testosterone, this will probably not be enough. Overall, a complete approach to low testosterone involves supplementing or stimulating testosterone production, improved diet, AND working out. Work with a forward-thinking anti-aging physician.
