Because your: Heart is pumping blood at a faster rate and the veins are being engorged secondary to the velocity and strength of the blood rushing through the venous walls

Pumping Up.: As the muscles become "pumped up" from blood engorgement during exercise. As this happens, the veins are pushed closer to the surface of the skin. This, along with increased venous return gives the bulging vein appearance.
