Urgent care/ER: If your symptoms/pain is severe you need to be seen by a dr. If you can't get to a dentist, go to the nearest urgent care or er to at least get evaluated to see how severe your condition is and how urgent a dental referral is. You can always get pain meds to keep you comfortable but you dont want to cover up the real underlying problem and have it progress...

SEVERE toothache: In these types of situations, unfortunately only a dentist can give you the quickest and long-lasting relief. Even the strongest pain medication will probably only take the edge off. The only alternative you have is a 24/7 emergency medical facility or the er of a hospital. They will end up referring you to a dentist anyway. Why can't you get to a dentist?

Meds, ER, dentist: OTC meds, ER for pain meds (expensive option). You'll have to see a dentist soon for evaluation/treatment.
