It can: It can be a psychological habit, or it could be enough to be called a disease/syndrome called psychogenic polydipsia. Or it could be compensation from fluid loss (exercise, caffeine, etoh) or salt intake. The most urgent question is whether you are drinking too much to cause an electrolyte disturbance, and prudent to have your doctor check this on a blood test.

Possibly yes: Extreme amounts of drinking water can be a problem, particularly if you aren't loosing alot of water via exercise / sweating. If you are terribly thirsty most of the time, i would suggest you see your doctor and tell him or her what's going on so they can assess you body carefully to see if you have any illness causing the thirst..
