Neuropathy: This can be so many things that it needs to evaluated in person with a doctor. It sounds like a neuropathy or nerve pain.

Foot pain: There are multiple various causes of foot pain besides diabetes. Plantar fasciitis is one of them. The pain is usually in the heel area radiating to the front of the foot. Vitamin B12 deficiency is a common one but is less likely at your age unless you have certain conditions. I would have your doc consult with you as it would be easier to determine cause this way.
